You can only buy online or in-store with a Costco card. If you have a friend with a card you can go into the store with them, but they have to purchase the items. And there is no ordering by phone.
The person needs a Costco card. They don't like it if the picture on the card isn't you!
Leave detailed instructions for the associate at Costco as to whom will be picking up the items.
