My wife and I were traveling thru Cali and it's one of my favorite spots in the world, especially when the sun is just coming up. Parked and slept in the 4runner without any problems.
The entire surfers point area is owned by the fair grounds. They charge for parking periodically but then stop charging between 3:30 and 4 pm. The curbside parking is patrolled by the city and is time limited.

Boy I don't know. Large parking area said permit only. Then farther down towards the point there where folks parking in the street. Right at surfers it was metered parking.
