I work at the mall. You can not ride hoover boards around the mall. It caused too many near accident when it was being sold at one of the kiosk.

if you can buy a hoverboard in the mall you can ride a hoverboard in the mall.

I haven't heard a guideline that says it can't be done. But, it's not a good idea.
