It's free to the public. Parking is free as well. Very busy, parking is scarce.
There's no entrance or parking fee. Go to early you might miss lots of good things. I say about 9am is a good time to go, it's hot right now so make sure you wear something light and have head cover. Bring lots of money because they have lots of great things to get.
