In the end the manager did offer a free desert. I will continue to support Olive Garden aa the manager did "what ever it takes' to satisfy the guest. Thank you.

Hey, not exactly fair to blame the manager when they don't control the special promotions that Olive Garden has going on, that is a corporate duty and only they can do that. it is not an official day so there should be no reason for a promotion.
