Yes it is 15 to camp overnight and 5 for day camp. There is a campground manager that is there full time in the summer. And yes there is trout is the South fork.
This is a pay campground. Fees are required for the campground upkeep and for water and toilet access. I am sure that there are trout in the river, but I didn't fish at any time during my stays.
