Yes, I believe they do.
I'll say no without knowing absolutely. If they offered any other services aside from oil changes, tire service and batteries I might offer a maybe, but why would they do a diagnostic, only to have to tell you to go somewhere else? Almost any dealership will offer a diagnostic. Even some Auto parts stores do that. Just be aware of the auto parts places won't offer a fix unless they carry the replacement part.
