There are public restrooms with an outdoor shower. No entry fee to the park, but there is a parking fee of $15 for the day.

Free parking is quite difficult on festival days and holidays though.

There are bathrooms in a bathhouse, off the beach is a shower to rinse and parking is $15/weekdays $20/weekends

If you poke around Gloucester you can find free parking not too far away, then just walk up the hill.
