You cannot, this is a City park, not state.
The parking lot requires a Glouster resident pass. For non-residents there is a charge. Not sure the price. After 6pm free parking. If you park outside the park on the Boulevard it's free all day. On the weekends if you want to use the beach for non-residents you have to reserve a parking space on-line with City
