There is a place in Middlesex that spays and neuters cats for free. I don't know about dogs and can't remember the name.....
You could try the vet tech program at VTC, my husband was able to use them years ago when we were students there
Montpelier vet is better priced than Onion River. Puppies are expensive the first year. It gets better :-)
