Medicare is a Federal program and you apply for or make changes to at the Social Security office. Just walk in register at the kiosk, take a seat and wait for your number to be called.
You cannot receive benefits from 2 states at the same time.I would compare between both states to see which one is better for your needs. Good luck,be patient
