Yes. You can pay registration before doing your smog. This way, you will not be penalized if you want to do your smog test later pass the due date. However, your registration will be incomplete and you will not get your sticker until you pass the smog.
I don't think they can process a registration without a smog test - unless you're filing a "Certificate of Non Operation"
You must pass smog to register a car an be a member AAA to do DMV service call to see what's there service's provide only members DMV might be different maybe not shore
