(PetSmart employee here) PetSmart works with private rescues that bring animals in to the stores for adoption. At this location the current rescue that provides cats is called "Goldie and Papi's Rescue". The cats do not have microchips prior to adoption, but if the contract you sign to adopt the pet says that the cat must be chipped you have to abide by that rule. It is, however, possible to contact the manager of the rescue and discuss your feelings and concerns about chipping before choosing to adopt. The store will have cards with the rescues information available.
