In the "see outside" tab there's a parking lot in view. However, the recpark site states no parking available. If I take my child there am I able to get a spot in the lot or nearby? Does the lot belong to the city?

There is no dedicated parking lot at this playground. What you see in the photos is the neighboring high school, Lowell, faculty parking lot. That lot is always open and empty when school's out. There also plenty of street parking along Eucalyptus.
