I've never seen a sign any where in California that states "no riding horses allowed".

Veronique, While there are no posted signs forbidding horses or their respective riders, I think it might be discouraged. Just north of town (somewhere around the Mackerricher State Park area) there are places where visitors an take their horses directly on to the beach. I have seen riders as far north as Pacific Beach (just beyond Ten Mile). I think luck would probably be better there as the trail, proper, is popular with families, joggers, dog-walkers, cyclists, and the like.
