Not sure about patio up above restaurant but I think I would sneak a small well behaved lap dog and say you are French.
Dogs are not allowed on the patio, but near the entrance there are a few benches with tables,, where there is no restriction on pets. We had our dog sit near us by the bench while we ate.
Yes. We took our Chihuahua named "Baby" to the nearby beach and she chased seagulls bigger than her. Had a blast!
