Technically, River Market is the neighborhood, and the City Market is specifically the square of business and the farmer's market between 3rd and 5th Streets and Grand and Main Streets, which is owned and leassed out by a single company. Most people use the terms interchangeably in casual conversation.

Yes, though the natives refer to it most often as River Market.

Basically you can get off the trolley at 3 student stops situated around the market, all are called River market or city market.
