I've never seen anyone wear shorts there before. But you can dress semi-casual including a nice shirt. I might recommend long pants.
It's a mix.... because it's located in beach city, you doi get a lot of casual attire. There are also people dressed nicer.... you would be fine in shorts and a shirt

I'm sure they will welcome you but I've not seen anyone in shorts or t-shirt.
Nice slacks and a shirt, even a nice pair of Jean's and a button down shirt should be ok.
