Are you part of Village Grove Home Owners Association? The lake isn't open to the public. I would say no, but check at the office.

I've never seen anyone use them on the lake. I don't think it would be a problem if they're not so loud. However, it is best for you to contact the HOA's management company, Encore Property Management. They're in Corona, Ca.
