It all depends on what Costco that you going to the one down in Santee is open for business there is one some place which I saw which is getting rebuilt so you are correct but the shanty one is open. So it's the one up in San Marcos it is definitely open
Santee's open, check hours on Costco app, gas closes at 9:30 during the week, earlier on weekends. A new gas station is opening in La Mesa soon
