Go online to fws.gov and find the refuge tab. Modoc will be one of the refuges and on its page is a downloadable pdf with hunting regs. Also Cal fish and game has regs in their book as well for that refuge
Can be great waterfowl hunting. Refuge mngr. Is a GREAT GUY!! with the forecasted colď weather it could be locked up with ice and make hunting very diff.
