Yes. But personally the cheapest way is walmart pay, Walmart to Walmart. Send to the most convenient Walmart location for the person receiving the money. Sent money from Washington to California no problems, just write down the information from your receipt or take picture and send text or email. They need a valid driver's license or Identification from DMV. I have had to call the phone number on receipt and change who was picking up money. Easy to do this on the phone.
Don't use western union. The fee to send with them is outrageous. I use money gram. Customer service is freat.
