A fair question, and having worked at a pizza shop I can answer this. When a retail store closes, people are instructed over the intercom to finish shopping and exit by close, because being closed means being closed. At a restaurant, people interpret "closed" as "if they close at 11pm and I come in the door at 10:59, I can stay as long as I want." Managers never say anything, because one bad Yelp review can kill a business. Meanwhile, the crew can't flip chairs, mop, do dishes, or leave to go home even though they are only scheduled half an hour after "close." Any other job, people leave when their shift is over. At a restaurant, leaving depends upon the whims of customers, who late night are often drunk and unruly. To answer your question, delivery is even worse. If someone calls at 10:59 and close is at 11, the food has to get made (11:20), the driver has to deliver it (15 out + 15 back = 11:50), and then get cashed out (12:10). Labor then exceeds profits. I worked in restaurants for over 30 years, and I always considered the time we close as the time when we stopped letting people in. I was there to make money, and if someone wanted to eat, I would serve them. The cooks would sometimes complain, but oh well. And, after a while, people understood that as long as we were there we would serve them. I didn't mind being busy at the end of the night when everyone else had gone home. I had to support my son. I don't understand why places do this either.
