You can buy both of them together. But they sell them separately.
The water park is located within Legoland so you can go back and forth between the two parks but need to pay the extra to get into the water park
You'd have to purchase separate tickets for individual day passes, but there are levels of the annual pass that includes both parks. If you are going multiple days, the annual pass is a better deal than paying by the day.
