I've seen them test water. I just can't remember if they used strips or kit. Honestly though, you can't always rely on them. Spend the money and get the kit; learn how to use it

Please clarify. Do you mean testing fish tank water for ph, or do you mean testing tap watet for contaminants? From walking down the fish aisle i can tell you they have a variety of testing kits for fish tanks. If you mean tap water, then a variety of stores including hardware stores and possibly petsmart (i don't remember noticing) offer kits that let you take a sample and send it to a commercial lab. The answer to your question will depend on whether you mean specific fish water, or more generally the drinking water that humans and our pets drink.
