Why is the swing locked up? Atlest unlock it During business hours and Winter break

Public safety reasons

This has been locked up for months now ,they told me they were waiting on a part to come, one of the top bars are bent, I told park n rec that I' was there and there is absolutely no damage to park ride, anyways it's still down ,I say let's call and complain 1000x
