There is a huge toddler area now actually.
Yes! They will love it there is a small section for the little ones. My Son is now 4 however when he was 3 he enjoyed the children's section that also had foam covering all the corners. Its definitely child proof.
There is a little area, but I don't know that it's really worth it and it's not free to play in.

Not really, at least, not in the sense that Chucky Cheese has an area catering to that age range. PK's is great but I would recommend a minimum-age of 6yrs old. There are some kiddy arcade games there, and anyone can do mini-golf, but that's about all for kids that young.
