You don't have to be a student it's actually a city of Saint Petersburg Library. They have printers and scanners it's an awesome Library cafeteria near to.

Well the St. Petersburg College (SPC) library is split into two different entities: The West Saint Petersburg Community Library on the first floor (Operated by the City of St. Petersburg) and the aforementioned college library on the second. Anyone can use both libraries, though certain facilities in the college areas are limited to students of SPC (e.g. the Writing Studio, which is a great study space to get tutoring in all forms of English and Composition if you are a student by the way... 👨‍🎓👩‍🎓). You along with everyone else can always use everything on the first floor, including the books, media, computers, and facilities (Given that you have a library card, which can be set up at the library within a matter of minutes), and you can even get access to the inventory on the second floor as well. However, it does cost money to print. Black-and-white costs $0.10 per page, and color costs $0.50 apiece. Printing is available to everyone. Even so, anyway, thanks for asking!
