Yes, it's free. There's picnic tables, play area for the kids. You can walk 🚶♂️your dog 🐕 there, just pick up after it. The picnic tables in the one area have to be reserved and it costs.
It's free on weekends and after 6pm.
You have to park on one of the adjacent streets. Parking is not free, I believe it is $2 an hour, but may be different depending on the location.
If you can run your car through a fence you can park on the tennis courts or, with enough oomph, the baseball diamond. But in all seriousness there is a parking garage underneath the tennis courts but I'm unsure how much it costs.
