No, they have some that are there permanently, and sometimes cats have been adopted but just not picked up yet. I forget how much adoption costs, sorry.
Not all of them. Just the ones with collars. When you go they can talk to you about the process. It's a lot of fun, the tea is great, and the cats are sweet.
