It's best to go to the consulate office, they do have a lot of trouble with networks , so online isn't the best option, applying in person is much safer and fast
You can go on there web sight submit your document on line send fee on line and if approved they will mail it to you but i. Really think going to the office is the best they can tell you what you will need and can explain better in person better
