Yes, there are seats... The saban has a 360 virtual tour on Google maps where you can "walk" upstairs and view the theater On the Google maps listing.. click on the "360 photos" tab
No. I was in the third row of the balcony a couple of weeks ago. There are seats and everyone used them, up until the encore. Then everyone stood. Hope that helps.
