It's probably okay to do without getting permission from them for occasional person to person sales. it isn't a public parking lot, it is for the business customers. Use Quik Trips for meet ups , they are busy and many times have police there stopping to buy.
I can't answer that for Frugals but it is a public parking lot I see nothing illegal about meeting someone there.

... it's a thrift store... The parking lot in front of the thrift store is large though, so maybe that is what they're talking about.
