I think that's for "industry" and guests of the bands or whatever. I don't think there are ticket options for that, at least not when I went.
Give the venue a call! Or contact the ticket retailer
That is Ticketmaster or Live Nation whoever is selling the tix
You don't have to upgrade there you can be up in the balcony just get there early
