There r several programs for that. U can take ur puppy to the human society and tell them he is a rescue & u don't have $ to fix him but want to keep him. Ojai may b more accommodating, my neighbor got their male dog they rescued done for.$10. Behind Vons there is a thrift store that helps fix animals . They r called Snap. I have not had the best experience w/ some of the older gals there and their snobbish treatment of certain people but they have helped me and do have good info and not all of them r that way.
