Yes there are 2 free areas to park
There are 2 parking areas. One behind the water Utilities building and in front of the park. The other is to the south of the park entrance.
The parking area is located in front of the entrance to the Wetlands boardwalk. There is a smaller lot to the left and a larger area on the right.
Parking is right in the entrance
Parking is right there. If they are busy you wait 5-10 min. But well worth the wait.
I've never had a problem getting a parking spot there.
