Cheapest place for that is called Bates Nut Farm in Valley Center, Ca. Not bad prices.
They do not sell loose lesf tea in bulk.
I'm not sure, sorry. But there is a place called The Loose Leaf Tea and Coffee company I believe is what it is in downtown Oceanside that does. ☺️
