Yes, technically they do. But in the contract they refuse to take responsibility if the alterations come out wrong, just fyi.

Yes they do but the are pricier if you do not purchase your dress there. Also my experience has been that pricing and abilities vary wildly between the seamstresses (even though they have a price list).
