You have to make an appointment in-person to get help. (I highly doubt they have enough staff to provide customer support over the phone. Only way to find out is to call and see if a human picks up). The best thing to do for a last minute passport is to make an appointment a few days (up to 3 weeks) before your trip. As long as you have proof of international travel, they can have your passport ready the same day or within a few days depending on your departure timeframe. At this point, however, since there is no guarantee your mail order will arrive in time, it may be worth it to go down to the passport office tomorrow and order a new passport for same-day service (that is, assuming paying twice for your passport is less costly than cancelling or rescheduling your travel plans).
