No, look up the autobahn society in Concord NH. They have some trails that seem relatively flat and if you drive past the autobahn, the end of that road there is a paved trail that sort of follows interstate 89. Nice views of a lake too.
The beginning is quite flat and more open than the rest of the trail. The further you go the more terrain you get into. Hills and tight trails, probably not the best for wheelchairs! If you are looking to sit casually and gaze out at the water it's perfect for a little resting!
