If you have a service connected VA disability and received an honorable discharge, you can go but bring your VA ID card. Stop at the service center to the right of the main gate to confirm eligibility. You will not get a retired military ID, but I think a card to shop at comissary and PX.
If you have been rated 100% disabled, then yes. It doesn't matter if you served in Vietnam or not. Double check with your regional office. Rules may have changed. I just know about the 100%. Hope this helps.
