Have you contacted her directly? If there was some sort of falling out or for whatever reason she did not return your money, you could contact whoever runs the craft fair and then she will probably not be able to be allowed to sell to craft fairs. However, I don't know the whole story. But that's what I would do. Unfortunately in cases like this, it's usually a loss because you could go to court but it would cost you way more than that sign ever would have. Also, if this woman had a table at a craft fair, it's worth looking up to see if she has her craft business listed under Google and you could leave her a review. Sorry that this happened to you.
