Never been on the 4th but have on the weekends and it can get very busy also it's going to be a hot day and i assume people will be at the beach or getting ice cream at Sullivan's so I'd say pretty early in the morning.
I would say go in the early hours so there would be more space for you to settle and get your stuff out
