Most activities are outdoors. This time of year, probably not worth it in the rain.
There aren't many sheltered attractions. So you'll likely have a wet bottom. I certainly wouldn't go if there was a high probability of rain.
In the Summer, it's great even if it's raining. In the cold, not so much.

If it's warm, yes. Not much to do inside tho
If it's very warm, maybe.otherwise it would be ok if there were spurts of rain, otherwise I wouldn't chose to do it in the rain

Yes because it's just as fun because it's not unbearably hot and its so worth it.
That would be a personal choice.
