He only needs to be present, with a photo ID, at the moment the birth certificate form is filled out. After the information is entered in the computer, a print out is shown, in order to confirm information is correct, and signed by one of the parents. Finally a "proof of birth" is given that will help for insurance and work purposes until parents can pick up the birt cert at Lowell City Hall (usually 10-15 days later)
