Yes. Dogs are supposed to be under your control. Some people have them off leash. Personally, I always have my dog on leash there because of the type of space it is and how many people and families without dogs use it.
The town ordinance says you must have your dog " under effective voice control". My dog is always off leash and so are at least 50-75% of the dogs we meet. You just need to know your own dog and choose what to do accordingly.
Yes, and it's a definite doggy destination. Many breeds, many sizes and all pretty much having fun.
