Why has the phone busy all mourning and all afternoon is the phone off the hook

I'm having same problem

The only location that appears to answer the phone is Montpelier.

Yes what is the problem!!! So aggravating....

Same issue all day

3-12-18 12:22pm; The phone in rutland is the same in montpelier for some reason on google, but that number is busy at the time and date in my answer same as springfield office
