Because they're too busy chatting & laughing with their employee pals. I experienced A LOT of this when I asked for help from the employees. They're young, very immature & unprofessional. I'm sure the only time they answer the phone is when their cell phone rings.
Probably the same reason they never have more than 3 registers open even though they have like 20 of them.
The customers in the store take top priority over the phone. That is the case in all retail situations.
