If someone sold me tickets that they purchased because they are not going but they have to pick them up at will call the day of the conxert how can I get them.

The only way to get them is to have the person that bought them get them and give them to you

Have them call beforehand and explain the situation and change the name.

They will have to either call will call or go there and let them know you will be picking up the tickets and just make sure they leave your full name and information so the box office knows that it's you.
