If they are in bad shape, do not want to come in, and cannot decide for themselves, you can call their ambulance to bring them in, they are available 24/7, just make sure you have some kind of proof (CA ID, driver's license, etc) that you are his/her relative. Do not worry, they have profesional help for all types of mental health needs.
No you can’t forge anyone individual to get mental health. And the only way you is if they accept or they’re a danger to themselves or to others.
